and business consulting services through its Small Business Administration-funded Women's Business Center.

The center will use the money to help pay for a Spanish language class titled "Empezando -- How to Write a Business Plan," which is being taught in Bakersfield, Arvin, Delano and other Kern County communities.

Separately, the U.S. Small Business Administration-Fresno District Office is teaming up with the Women's Business Center to offer a two-hour SBA Lender Forum, 10 a.m. Aug. 24 at the University of La Verne College of Business and Public Management, 1201 24th St. in Bakersfield.

The event is designed to help small business owners understand the programs and funding options available to them during tough economic times.

Panels include representatives of Citibank, Bank of the Sierra, Bank of the West, Bay Area CDC, Fresno CDFI and the SBA.

The forum is free but reservations are recommended. Parking for the event will be in the parking lot off M Street.

Bonnie's Best Cafe in downtown Bakersfield has opened a second location at 1002 19th St., corner of O Street.

The new site opened last month.

Laurie Watson, the owner of Bonnie's Best, manages the 21st and F St. location, and her daughter, Katie Watson, manages the new one.

California is one of five states that will receive $336.2 million in Recovery Act funding to purchase American-made trains that will run on rail corridors in those states.

Previously awarded rail dollars bring the amount received by the five states -- California, Illinois, Iowa, Michigan, Missouri -- plus Washington state, to $782 million.

Trains will be designed to travel more than 100 miles per hour along intercity passenger corridors.
