SAGINAW — At least three nameplates atop the long table in the Saginaw Ciy Council Chamers will change after the Nov. 8 election.
The certified candidate list includes eight candidates — two who are incumbents — vying for five seats.
The four-year terms of council members Mayor Pro Tem Amos O’Neal, Daniel L. Fitzpatrick, Amanda Kitterman-Miller and Paul Virciglio and the tenure of appointee William Scharffe expire this year.
Virciglio and Scharffe had said this summer they intend to retire from the council. Kitterman-Miller last week announced she has no plans to run.
"When I was first elected in 2006, there were five of us who came in new," Saginaw Greg Branch, whose two-year term as mayor expires in upon the November election. "I think there may have only been one or two incumbents running for those five seats then.
"I don't think there's any deep hidden meaning in it all. Paul and Bill have worked really hard at it and want to enjoy their retirement years. Amanda has a job and a little girl that are demanding more of her time. And Council service is very demanding -- physically, intellectually and emotionally."
The eight candidates whose names will appear on the Nov. 8 ballot are:
• Ernie M. Ahmad, 42, of 1432 Howard, a supportive employment specialist for the Saginaw County Community Mental Health Authority. He unsuccessfully ran for City Council in 2007.
• Annie Boensch, 30, of 1630 Delaware. Further information was not immediately available.
• Norman C. Braddock, 59, of 3127 Fulton, Saginaw School District Board of Education member.
• Willie F. Casey, 57, of 2621 Tausend, pastor at New Beginning Christian Church.
• Daniel L. Fitzpatrick, 59, of 32 Congress, B; an AT&T contractor and incumbent.
• Floyd P. Kloc of 2112 Gratiot, an attorney and owner of Saginaw-based Kloc and Associates law firm; Saginaw chief assistant attorney from 1980 to 1988
• Cirven D. Merrill, 52, of 2216 Hosmer; pastor at Greater Works Ministries
• Amos O’Neal, 50, of 207 Moton, director of the correctional health division of Grand Rapids-based Proaction Behavioral Health Alliance in Detroit and incumbent.
The terms of council members Mayor Greg Branch, Dennis Browning, Larry Coulouris and Andrew Wendt expire in 2013. Branch’s two-year term as mayor concludes the night of the election.
Members of the nine-member council are elected for four-year terms and must be U.S. citizens, at least 18, a 30-day Michigan resident, a Saginaw resident 30 days prior to the race and “cannot be in default” to the city, according to City Clerk Diane Herman.
Council members receive $45 per meeting and mileage reimbursements and the mayor — elected by council every two years — receives an additional $100 per month.
The City Clerk’s office and Debbie Buck, the city’s public information officer and Manager Darnell Earley’s executive assistant, on Friday denied a request by The Saginaw News to view the candidates’ applications, which contain contact and other information.
Buck said The News must submit a written Freedom of Information Act request, which the city will review and accept or deny with five days, if it doesn’t submit a 15-day extension.
The News submitted the formal request Friday.
