In brief: Former Olive Branch Catfish Co. called a menace

Olive Branch elected officials have voted to declare the condition of the former Olive Branch Catfish Co. property a menace to the public health and safety.

The restaurant, for years a popular midday and evening eatery, is littered with paper cups, plastic lids and cardboard boxes.

The owner, Stephen J. Milligan, closed the restaurant earlier this year after experiencing health problems. He died July 18.

One alderman suggested Tuesday evening that the Board of Aldermen wait to act because of the death, but Alderman Don Tullos was concerned about the impact a delay might have on nearby households.

"You have people who live behind there," Tullos said. "You have rats coming over there and such."

By declaring the condition of the property at 9659 Miss. 178 a menace, the city can legally pay to have it cleaned and tack on the expense as a lien.

Southaven is paying for some of the city's youths to learn manners.

Aldermen Tuesday night approved paying $25,000 to allow 20 students who make up the Southaven Mayor's Youth Council to take part in a six-week etiquette course.

The ABCs of everything from table manners to conversation and listening skills will be taught in the program that will start Sept. 17 and run through Oct. 27 at the Southaven Arena on U.S. 51.

Mayor Greg Davis told aldermen Tuesday evening that the course is required by the Mississippi Municipal League in order for the group to become state-certified.

Other students in elementary, middle and high schools in Southaven could also participate for $105 for the six-week course.

There are 480 slots available, and the program will be taught by Mississippi School of Protocol and Etiquette.

Fliers will be handed out to the Southaven schools to let students know about the course. Registration will be open from today through Aug. 18. Applications and payment for the course can be dropped off at Southaven City Hall on the first floor.

The Friends of the Horn Lake Library group will soon hold its annual silent auction fundraiser at the M.R. Dye Public Library, 2885 Goodman Road.

The event, which runs from Aug. 15 to Sept. 17 at 2 p.m., includes a pair of autographed basketballs from the NBA's Memphis Grizzlies. One is signed by Zach Randolph, the other by Shane Battier. Each comes with certificates of authentication.

Auction donations are welcomed. The Friends organization is also having a used-book sale Aug. 15 to Aug. 27.
