Crime and police news for Tuesday, Nov. 15

A Richmond K-9 officer was released on $5,000 bond Monday afternoon after a brief court appearance on a charge of taking indecent sexual liberties with a 15-year-old girl.

Ronald E. Oaks Jr., 41, who smiled frequently during the five-minute video hearing, was arrested Nov. 8, three days after he was alleged to have persuaded the girl to show him three pictures of herself, two of which involved full nudity, according to a prosecutor.

Henrico County police said the girl initially refused to show the officer the pictures but then relented.

The incident allegedly occurred as Oaks and his son, a friend of the girl, were at a Wendy's during a break in a band event at Mills Godwin High School, according to police reports and Henrico Assistant Commonwealth's Attorney Amy Turner.

Matthew P. Geary, Oaks' lawyer, said after court that the officer has been placed on administrative leave; Turner said that the pictures have been deleted from the girl's cellphone.

Oaks, who lives in the Short Pump area of western Henrico, faces a Jan. 9 preliminary hearing.

A Hopewell man has been arrested in a string of copper thefts in the Tri-Cities area, with most coming from the Summit Point Apartments in Petersburg.

Barquese D. Warren, 22, has been charged with multiple counts of breaking and entering and grand larceny. Authorities said he was arrested after a resident saw him carrying a duffle bag of what appeared to be copper pipes and reported his description and direction of travel to police.

Petersburg police said they are continuing to work with area scrap metal dealers to help curtain the exchange of stolen metal for cash. Warren is being held without bond in the Petersburg Jail.

The state Medical Examiner's Office is determining the cause of death of a 62-year-old woman who was found in the James River on Sunday.

Henrico County police Monday identified the woman as 62-year-old Patricia A. Walsh, a longtime resident of the 2700 block of Park Ridge Road in the Queenspark area of Chesterfield County.

A car registered to Walsh was found near the Huguenot Bridge on Sunday, and search units from Chesterfield, the city and Henrico converged on the area shortly after noon.

Police are withholding details pending an autopsy.

Police say a 45-year-old Spotsylvania County man died after a handgun he was carrying accidentally discharged when he reached to unbuckle his seat belt.

Sheriff's Capt. Liz Scott said the man apparently hit the trigger of a Glock handgun and was shot in the hip. He was later pronounced dead at a hospital.

Scott says it's not clear if the gun was in a holster or a pocket.
