Little progress in US-Russia ABM talks

The Russian delegation that is back to Moscow after visiting the United States has failed to persuade the American side of the need to provide written guarantees that the US missile defense system in Europe is not going to be targeted against Russia.

Now, the issue will be elevated to the presidential level at the meeting due before the end of the year, Deputy Russian Foreign Minister Sergei Ryabkov said. There has been little progress in negotiations on Russia’s demanding guarantees that the future system will not be directed against its strategic nuclear forces, he admitted.

In his speech at the May news conference in Skolkovo, President Dmitry Medvedev said that Russia reserves the right to withdraw from the new Strategic Arms Reduction Treaty (START) if the US continues pressing ahead with deploying a missile shield in Europe.
